Care at Home on your terms
We know there is no place like home and that you value your independence. We are here to help you live independently in your own home and community for as long as possible.
At RFBI, we provide services for both private and government funded clients. As a private client, there is no wait time and you do not need an aged care assessment, we can provide you with home care services immediately. It is a paid service option which is not funded by the Australian Government. To read more about RFBI Care at Home services and prices as a private client, please click here.
Home Care Packages
A Home Care Package is a government funded support service. If you have a Home Care Package, we can provide you with services immediately. If you do not yet have a package, but would like to receive government funded home care services, our team can help you access them. There are two fees and charges associated with government funded home care services: Basic Daily Care Fee (BDCF) and Income Tested Care Fee.
Basic Daily Care Fee
The basic daily care fee is set by the Government and is currently 17.5% of the basic Age Pension. The basic daily care fee is reviewed twice per year on 20 March and 20 September in line with changes to the Aged Pension. We will negotiate with you regarding your ability to contribute to your package via a basic daily care fee contribution. In some instances the basic daily care fee can be reduced or waivered, resulting in a reduction or no ‘out of pocket’ expenses to you. Your RFBI Care at Home Coordinator is able to tailor a package to suit your needs and financial circumstances.
Income Tested Care Fee
Depending on your personal circumstances you may be required to pay an income tested care fee towards the cost of your Home Care Package. The Government will determine how much income tested care fee you are required to pay based on an assessment of your financial situation. Please note that if you are a part of a couple, half of your combined income is considered in determining your income tested care fee, regardless of which partner earns the income. The assessment does not include the value of your home or any other assets. There are annual and lifetime caps that apply to the income tested care fee. Once these caps are reached, you cannot be asked to pay any more income tested care fees.

Care management is an essential component of every Home Care Package. It ensures you receive the appropriate level of support in a way that meets your current and future care needs.
Care Management includes the ongoing monitoring of your needs and preferences, coordinating your care and service plan, identifying and negotiating contracts with third party providers and management of your individual budget. It also includes ensuring you are matched with an appropriate RFBI staff member who is informed, trained and equipped to provide the services you have requested.
RFBI offers three types of care management:
1. Managed by me;
2. Managed for me and;
3. Managed together
Regardless of which care management option you select, you will be able to receive the same high standard of care and services from our RFBI Care at Home team. Any service captured within your care plan to be delivered by an RFBI Care at Home team member will be scheduled by our team and any changes will continue to be directed to your Care Coordinator for updating.
You are also welcome to change your care management option, simply speak with your Care Coordinator. A minimum of one month’s notice is required to change.

Service fee definitions
RFBI offers three types of care management:
1. Managed by me (self managed)
RFBI supports clients who would like to be more involved in their care management. Our fully self-managed option means that you will be supported to take more control of your home care package and manage most aspects of it completely independently.
2. Managed for me, by RFBI
Most RFBI clients enjoy the benefits of having our dedicated team taking care of all their care management needs. Your Care Coordinator will work with you to develop your care plan, identify and address any risks and schedule services in accordance with this. As your needs or preferences change, your Care Coordinator will work with you to update your care plan so that you are always getting the best value from your package and maximising your care and services to live the life you want.
3. Managed together
RFBI supports clients who would like to be more involved in their care management. Our ‘Manage together’ option allows you to be supported to take more control of your home care package with the ability to manage some aspects of it independently.
As your home care provider, it remains our responsibility to ensure that all goods and services you receive adhere to the Aged Care legislation and are aligned to your health care needs.
Package Management relates to all activities associated with being an approved provider and managing Home Care Packages. It includes the ongoing administration and organisational activities associated with ensuring the smooth delivery and management of your Home Care Package.
Our Package Management fee also includes the costs associated with preparing your monthly statements; managing your package funds; as well as compliance and quality assurance activities required for Home Care Packages.
Discharge amount (exit fee)
A discharge amount will only be applied when there are unspent funds in your account upon discharge. The amount is limited to the amount of unspent funds available and the maximum that will be charged is the published amount. Note that this fee includes GST.
Call out fee
A call out fee will be applied when the service location is more than 10km from the nearest RFBI Village. The fee is charged per KM over 10km and charged once per visit.
